It's suppose to. Its a concept about if the Brutes were officially given ranks like Elites, hence the armor.

Well I meant if they were held in as high regard as the Elites before the Civil War, they probably would have had better armor than the crap they had in Halo 2. Because back then they were kind of along side the grunts in level of importance or care.
